The temple grounds, located at the southern end of Senri Hills, are topographically located where spring water flows from the hills, and Tarumi, the god whose enshrinement is here, has been worshiped as the god of water since ancient times. During the reign of Emperor Kotoku, Toyoki Irihiko no Mikoto (a descendant of Toyoki Irihiko no Mikoto), the deity enshrined by the local lord Arima no Kimi, built a gutter at Toyosaki Shrine, which was suffering from drought.
